Higher Education Policy

Higher education policy (HoPo) has traditionally been the central area of responsibility for every AStA. Safeguarding and representing the interests of all students at a university is, ultimately, the fundamental principle that led to the establishment of student parliaments and AStAs.

Regardless of which department a member of the AStA primarily works in, this fundamental principle remains the overarching goal shared by all.

Accordingly, every member of the AStA is also a “higher education politician”; conversely, by no means is every student who is involved in higher education politics also a member of the AStA.

There are a multitude of different committees and organizations that are, to a greater or lesser extent, part of higher education politics. These include, above all, the elected bodies of the student body, but also student representatives on university or student services committees.
Associations of international students and other organizations can also be included.

The AStA is the executive body of the constituted student body; it is appointed and supervised by the Student Parliament (StuPa) and is accountable to it. The StuPa is directly elected by students each year through democratic elections and is the most important body of the student body. As the executive body, the AStA, so to speak—comparable to “mainstream politics”—assumes the role of the government and carries out the practical work.

In higher education policy, the AStA’s work consists in particular of delegating voting members to various committees, working groups, discussion forums, etc., and actively advocating for student interests. But this committee work is not the only part of its responsibilities; it is also always particularly important to keep an open ear for all the issues that are the subject of discussion within the student body or that may be of significance to all students. The AStA is primarily responsible for issues that affect multiple degree programs.

Matters specific to certain disciplines or problems within a single faculty are primarily the responsibility of the departmental student councils, although cooperation among the individual councils to resolve particularly important issues is, of course, possible and encouraged.
In summary, the field of higher education policy consists of committee work, gathering and disseminating information, and engaging in discussions with various individuals, institutions, and bodies that are significant to students—either directly or through the potential impact of their decisions.
It is an ongoing process involving not only the AStA’s Higher Education Policy Department, but all members of the AStA and, beyond that, a large number of people outside the AStA.

Service

The Service Department is responsible for maintaining our inventory of service supplies, thereby ensuring that our services—such as binding, laminating, printing, faxing, ISIC cards, and much more—run smoothly. In doing so, we aim to assist students with any questions they may have and provide them with the most cost-effective options possible. The responsibilities of a Service Officer are not limited to work within the AStA premises but also include overseeing the printers in the dormitories. To this end, regular contact is maintained with on-site printer technicians and the Student Services Organization.

The Service Department thus does exactly what its name implies: providing services for the benefit of all students.
Since the AStA operates on a cost-recovery basis rather than for profit, the revenue is used solely to cover operating costs and replace defective machines. This explains the unbeatably low prices for our services.

Culture

To add a little variety to student life in Clausthal, the Cultural Affairs Office organizes various events: international cultural evenings, readings, movie nights, LAN parties, and much more.

Finance

The Finance Department manages all of the student body’s funds. Its main responsibilities include asset management, bookkeeping, financial reporting, and maintaining regular contact with the bank and the other financial officers of the student councils, the International Student Council, and the Sports Department.
Furthermore, in collaboration with the Council of Elders, it ensures that all committees manage funds responsibly and conscientiously.

Public

The Public Relations Department is a cross-functional department—its primary purpose is to support the other departments in their work and to represent the AStA as a body with clear goals.

This includes, among other things, representing the AStA at public events such as inaugurations or graduation ceremonies.

The Public Relations Officer assists the other departments by planning and creating promotional materials, writing reports, editing statements, and advising other members on their public image. In addition, they manage the AStA’s website and Facebook page.
