Commission on the Quality of Higher Education

Tuition fees have been abolished in Lower Saxony for some time now. To ensure that universities do not suffer a loss of revenue, the state compensates them for 100% of these funds. 

A commission on educational quality funding discusses and decides on the distribution of these funds. Students even hold the majority of seats on the commission responsible for central funding.
